NOTICE OF PERSONAL SERVICES CONTRACT STAFFING OPPORTUNITY

TYPE OF APPOINTMENT:              PERSONAL SERVICES CONTRACT

DIVISION:                                           Office of Special Projects  

POSITION:                                         PLANNER IV, SR-22 (full or half-time)

SALARY:                                             $3,798 full time, $1,899 half time, per month

DUTIES SUMMARY:   Under the general direction of the Executive Assistant II of the Office of Special Projects, Department of Community Services, this position is responsible for developing and writing the Strategic Prevention Framework State Incentive Grant (SPF-SIG) plan for Honolulu County; directing the project's resources; and ensuring that the project meets Community and State outcomes and is completed on time and within budget. This position is required to attend all SPF-SIG related meetings and is responsible for communicating progress and updates to other project stakeholders including but not limited to, the Grants Manager, the Director of Community Services and the County Advisory Council.

TRAINING AND EXPERIENCE: A combination  of education and experience substantially equivalent to graduation from an accredited college or university with major work in social planning , health education, psychology, community leadership development, marketing, grants management, sociology, public administration or related field and, three years of professional work experience in socio-economic research, including or supplemented by one year of professional work experience in epidemiology, which must have included the planning and development and formulation of social or community action projects and programs. Bachelor’s degree in Health Education, Social Sciences (e.g., Sociology, Psychology), or a related field, or, at least four years’ professional experience related to one of those fields of study, preferred. Experience in project management and/or strategic planning such as program development, developing and evaluating outcomes, conducting data analysis and evaluation, developing operations and marketing plans, and developing timelines; experience with preparing grant applications and concept papers; and, experience with youth-focused, community-based prevention efforts.

LICENSE REQUIREMENTS:  State of Hawaii Driver’s License, Type 3.

KNOWLEDGE OF:  the principles, practices, purpose, scope and techniques of the various phases of social planning trends in Federal, State and local planning as they affect social planning; research methodology and statistical procedures; sources and uses of socio-economic information; State and local laws and ordinances related to social planning. Current research and developments in substance abuse prevention practice; familiarity of the five-step Strategic Prevention Framework (beneficial but not required); evidence-based programs, practices, or policies that can impact youth alcohol consumption in communities; and, knowledge of techniques for determining community norms and knowledge of evidence-based programs, practices, and polices that can affect community norms.

 

ABILITY TO:  form relationships with strategic partners, e.g., government agencies, non-profit agencies, schools, business and faith-based communities; ability to identify problems, develop solutions and take the lead in solving problems; ability to speak effectively and professionally in public to a variety of audiences. Must possess a professional demeanor; be able to write clear, concise and grammatically correct letters, reports and other forms of communications; have excellent organizational and multi-tasking skills; be self-directed; and, work well within a team.
