HPHA Pays Tribute to Our State Health Director,

Loretta "Deliana" Fuddy, Hawai’i’s Public Health Leader

The Hawai‘i Public Health Association (HPHA) is sad to report that Loretta “Deliana” Fuddy, ACSW, MPH, a trusted colleague and public health leader in Hawai‘i, was killed yesterday in the crash of a small commuter plane off the coast of Moloka‘i. Loretta and her Deputy Director, Keith Yamamoto, were on an annual visit to Kalaupapa on Moloka‘i, which she served as the Mayor of, in her role as Hawai‘i State Director of Health.

Loretta was appointed by Governor Neil Abercrombie as Director of Health in January 2011. Prior to taking on the Director of Health role, Loretta served as Division Chief of the Family Health Services Division of the Department of Health for many years. She also previously served as the Hawai‘i State Deputy Director of Health in 2001. She was in the local news just one day prior to the crash, to share the news that Hawai‘i was proclaimed the healthiest state in the nation, according to the United Health Foundation’s 2013 America’s Health Rankings: A Call to Action for Individuals & Their Communities.

Loretta served Hawai‘i for over thirty years. She had vast experience in public health services at all levels of the DOH, from direct services experience & program development to upper level management and leadership. She held degrees in sociology, social work, and public health from the University of Hawai‘i School of Public Health and Johns Hopkins School of Public Health.

A recognized local and national leader in the public health field, Loretta served as the President of the Hawai‘i Public Health Association from 2004-2005, was President of the Association of State and Territorial Public Health Social Workers, served as Treasurer and Secretary of the Association of Maternal and Child Health Programs, and was on the Policy Committee of the Association State & Territorial Health Officers. She has served on the Board of HPHA for a number of years as well.

She is a recipient of various awards including the Hawai‘i Outstanding Advocate for Children and Youth, the DOH Sustained Superior and Exemplary Performance Award, the National Association of Social Workers Hawai‘i Chapter Lifetime Achievement Award, Ford Foundation – Innovations in American Government, National Committee to Prevent Child Abuse, Pro Humanitate Literary Award – Center for Child Welfare Policy, and Director’s Award – Maternal & Child Health Bureau, HRSA.

“We have lost an outstanding public health leader and colleague who devoted her life to improving the health and well-being of Hawai‘i’s people. HPHA shares the community’s sadness over the loss of this distinguished and dedicated individual”, stated current HPHA President, Dr. Robert Hirokawa.

HPHA extends its thoughts and sincere condolences to Director Loretta Fuddy’s friends, family and her colleagues at the Hawai‘i State Department of Health and nationwide.
